This move by Verstappen was indeed the race defining one, as he overtook Ferrari’s Charles Leclerc to win the race in the final laps of Austrian GP. But FIA took more than normal required time to analyze the validity of it and the end result could have gone either way. For me, Verstappen deserved a penalty for not giving any room for Charles, this will set precedent for all drivers to brake late and take an inside position in the corners and push the other driver out of track. I am not sure how different this is from Rosberg 2016 incident.
